AquaVentus
AquaVentus coordinates industry, infrastructure and policy stakeholders to enable large-scale offshore hydrogen production in the North Sea. Within the North Sea Energy program, AquaVentus contributes to cross-border cooperation on offshore electrolysis, hydrogen transport infrastructure, system integration and market ramp-up for a resilient European hydrogen economy.

CoeusAI
CoeusAI is a foresight engine for the energy transition. We help governments, operators, and investors make high-stakes decisions by turning fragmented climate, energy, and regulatory data into clear models of what comes next. The energy transition has a data foundation problem. Critical signals are scattered, incomplete, or inaccessible. Without a trustworthy substrate, foresight collapses into opinion. CoeusAI exists to fix that foundation — then put decision-ready insight on top of it.

Deltares
Deltares is leading WP3.1, which involves developing nature-inclusive designs for energy clusters and analysing the environmental impacts of hydrogen production, storage (H₂ and CO₂), offshore wind and floating solar energy. Particular attention is being paid to the effects of brine discharge and heat exchange on the marine environment. The research is being conducted in three phases: (1) in-depth thematic analysis with environmental impact assessments and spatial maps, (2) co-creation workshops for cluster designs, and (3) synthesis and evaluation of feasibility and bottlenecks.

DEME
DEME is a world leader in the highly specialized fields of offshore energy, dredging, marine infrastructure, and environmental works. We also engage in concessions activities in offshore energy, maritime infrastructure, green hydrogen and deep sea mineral harvesting. With 150 years of experience and nearly 6,000 highly skilled professionals, we have built up a vast bank of knowledge and expertise which has allowed us to foster a pioneering approach throughout our history. This enables us to bring tailor-made solutions, innovation and new technologies to our customers’ projects, ensuring that they are performed safely, efficiently and cost-effectively. While our roots are in Belgium, DEME has built a strong presence across the globe. We operate one of the largest and most technologically advanced fleet of vessels in the world, supported by a broad range of auxiliary equipment.
DMEC
As an accelerator and knowledge centre, DMEC advances innovation, supports market development and furthers policies for offshore renewable energy. Through this integrated approach, DMEC creates multipurpose energy solutions, including offshore energy generation, system integration and nature-positive designs for a wide variety of use cases.

EBN
Energie Beheer Nederland (EBN) is a Dutch state-owned energy company that contributes to securing energy supply and accelerating the energy transition. In the North Sea, EBN focuses on responsible oil and gas production, CO₂ storage, infrastructure reuse and decommissioning. Within NSE, EBN contributes particularly to Work Packages 1, 3 and 5, providing data and expertise on mining activities, maritime spatial planning and logistics.
Element NL
The members of Element NL are working towards a CO₂-neutral energy system. Element NL represents the interests of companies that produce oil and gas in the Netherlands, both offshore and onshore, and that develop CO₂ storage projects. These oil and gas companies explore potential gas reserves in our subsurface, on land and in the North Sea, and produce Dutch natural gas. This ensures safe and responsible production, strengthens security of supply, and results in at least 30% lower emissions compared to imported gas. The economic benefits are also substantial: 70 to 80 cents of every euro earned flows back to the state treasury. Dutch natural gas provides certainty for households and feedstock for industry. CO₂ storage enables industry to decarbonise in the Netherlands. Reusing existing infrastructure contributes to an affordable energy transition.

To realize this, the organization helps companies, knowledge institutions, governments, and societal groups work together. By encouraging new initiatives that accelerate the transition to sustainable energy, Energy Innovation NL creates new economic activity and strengthens the international competitive position.

Eni Netherlands CCUS
Eni Netherlands CCUS is developing offshore CO₂ storage in the Dutch North Sea. The company deploys innovative, cost-efficient technologies to safely transport, inject, and permanently store industrial CO₂ from the Netherlands and Northwest Europe. Through its flagship L10-CCS project, it targets 100 Mt capacity and 5 Mt annual injection of CO₂.
FLASC
FLASC contributes to the North Sea Energy program by developing scalable offshore hydrogen compression concepts based on hydro-pneumatic technology. The work focuses on safer, more efficient and offshore-compatible hydrogen infrastructure, helping reduce compression costs, minimise topside hydrogen processing and support future North Sea hydrogen transport networks.

GasUnie
Gasunie is an energy network operator. In the Netherlands and the northern part of Germany, we manage and maintain the infrastructure for large-scale transport and storage of gas. At the moment, this is mainly natural gas, but the energy transition will increasingly bring about a shift towards green gas and hydrogen. We also collaborate in the construction and management of heat and CO2 grids. We ensure that this part of the energy supply is safe, reliable and as sustainable as possible, ensuring that everyone has access to energy, always.
Groningen Seaports
Groningen Seaports is the port authority, commercial operator, and developer of the ports of Delfzijl, Eemshaven, and the adjacent industrial parks. Groningen Seaports provides all the port services, from logistics services to land allocation, maintenance and development of the ports, quays, and sites in both port areas. Groningen Seaports focuses on three strong clusters: green energy, biobased chemical industry, and circular industry. We provide suitable plots and good infrastructure to facilitate the exchange of energy, raw materials, and residual streams. What is special is that our management area partly borders on the Wadden Sea World Heritage Site and the Ems-Dollart estuary. Because of the unique location of the area, the natural habitat and its economic importance to the northern Netherlands, Groningen Seaports has a special responsibility.
H2SEA
H2SEA is a private company aimed to be the knowledge centre for offshore hydrogen. We provide the full suite of services to unlock the potential of offshore hydrogen with studies for planning, permitting support, design, build and deliver. We are proud to have support by highly valued partners, and with that direct acces to a pool of highly skilled engineers and modern fabrication facilities with direct access to the North Sea.

Hint Global
Hint Global contributes its expertise in digitalization, data management, and industrial software for offshore energy systems. This includes support in the development of sensor networks, monitoring strategies, and integrated data architectures, as well as providing technical input for system integration studies involving wind, hydrogen, CCS, and other offshore energy components. Additionally, the company provides knowledge on cybersecurity, asset monitoring, and maintenance concepts for offshore infrastructure, while actively collaborating with industry and research partners since the onset of the program.

JERA Nex (UK)
JERA Nex is a renewable energy company launched by JERA, Japan’s largest power generation company. Headquartered in London, and with a global remit, JERA Nex owns and operates a portfolio of onshore renewable assets including wind, solar, and battery storage assets in Europe, Asia, and North America. JERA Nex is also a 50% shareholder in JERA Nex bp, JERA’s joint venture with bp, focused on unlocking the power of offshore wind. JERA Nex aims to be the nexus for the energy transition, connecting the dots between technologies, utilizing JERA’s platform to deliver innovative energy systems that drive decarbonization.
Marsland Institute
Marsland Institute creates actionable insights from AI models, using geospatial modelling to make complex data easier to understand. With expertise in energy, climate, and nature modelling and forecasting, the institute focuses on turning these insights into meaningful benefits for society.

ONE-Dyas
ONE-Dyas is the largest gas producer on the Dutch North Sea, with 60+ years’ experience across the oil and gas value chain. Within the NSE program, ONE-Dyas focuses on integrating domestic, near-zero emissions gas with offshore wind, CCS and hydrogen. Together, these elements strengthen a secure, reliable, affordable and sustainable North Sea energy system.

OranjeWind
There is a lot to learn in an innovative offshore wind project such as OranjeWind. While developing the wind farm, we started the OranjeWind Knowledge programme. This programme aims to generate and share knowledge to accelerate the energy transition. In strong partnerships with Dutch research consortia, research is carried out in parallel to the development and operation of OranjeWind. By sharing research results, lessons learned, and relevant in-house expertise, the programme aims to close knowledge gaps and provide valuable insights in key focus areas for system integration. The generated knowledge will become openly available to educational and research institutes, governments and the market. In this way, we try to accelerate the rollout of offshore wind on the North Sea.

Port of Amsterdam – Hydroports
Our mission is to create sustainable connections for a society in transition. We aim for the port to remain a relevant link in an international logistics system, both now and in the future — rooted in the North Sea Canal area and an essential part of a leading European capital. A port that the people of Amsterdam can be proud of. This ambition is reflected in our vision for 2040: Green Port Amsterdam. By 2040, Amsterdam will be the port of destination for clean shipping, circular industry, and renewable energy.
Port of Den Helder
Port of Den Helder serves as the pitstop port for logistics and maintenance services for the offshore energy sector in the Southern North Sea. With its strategic location, extensive logistics infrastructure, and dedicated helicopter airport, it provides a vital operational hub for the offshore energy sector and the North Sea energy transition.
Port of Rotterdam – Hydroports
The port of Rotterdam is the largest port in Europe. We manage, operate and develop the Rotterdam port and industrial area and are responsible for ensuring safe and expedient shipping services. We are proud of our current port and are working hard with our partners to build the port of the future. Looking ahead, we aim to create an environmentally-friendly, inclusive and safe port.

RWE
For over 100 years, we have been producing electricity in Benelux. We do this in an increasingly sustainable way, reducing our use of fossil fuel. Investing in sustainable energy sources like wind and sun. RWE is driving forces behind the energy transition and is investing billions of euros worldwide to make our energy production more sustainable. We are also exploring innovative solutions such as the use of batteries and hydrogen.

SmartPort Rotterdam
SmartPort, the knowledge hub of the Port of Rotterdam, together with the Port of Rotterdam Authority, supports the North Sea Energy Programme by providing expertise and strategic guidance on future developments in offshore wind, hydrogen, CCS and natural gas and their implications for the Rotterdam harbour cluster.
TAQA
TAQA is an international company that offers leading well solutions for the energy industry and is creating value and opportunity for all its stakeholders. New Gas
Within Energy Innovation NL, New Gas focuses on the part of the energy transition where sustainable and climate-neutral molecules, as well as their sustainable alternatives, play a significant role. This typically involves applications where electricity is either not applicable or not efficient, such as high-temperature heat in industry, transportation fuels for heavy-duty vehicles (trucks and shipping), and carbon capture and utilization. New Gas focuses on the themes of hydrogen, green gas, carbon capture usage and storage (CCUS), geothermal energy, and system integration in the North Sea.

University of Groningen
The University of Groningen conducts research into the legal and regulatory frameworks supporting the energy transition in the North Sea. Its work focuses on offshore energy development, cross-border energy infrastructure, and the conditions required to integrate electricity, hydrogen, and CO₂ systems across the North Sea.

Organisation
North Sea Energy is driven by a dedicated programme organisation that brings together strategic leadership, scientific expertise, communication and stakeholder engagement.
The Programme Management Team (PMT) leads the overall direction and execution of the programme, supported by the Communication & Dissemination Team to ensure that knowledge, insights, and results reach the targeted audiences.
Strategic guidance and independent advice are provided by the Steering Committee and the Review Council, ensuring a strong connection between research, practice, and long-term impact.
